People reportedly gaining super abilities in Russia

In Russia, 40% of the population there has reportedly gained abilities for unknown reasons. Some ranging to laser abilities, eye scopes, and even fire abilities. This has sent the country into panic, as people from young and old are gaining powers that cannot be contained. A man also by the name of Pogodin Artemiy Rada has brought destruction to several small towns. The miliary is taking steps to fix this issue, and potentially find a cause for this calamity.
